Questions to take to each city
South San Francisco city guide →
What to investigate at the address
Trace commercial development to a specific neighborhood benefit before assigning it value.
- Is the nearby project occupied, completed, under construction, or only approved?
- Does it improve access or amenities for this home, and could it also add disruption?
- Would the purchase still make sense if commercial growth produced no extra residential appreciation?
San Bruno city guide →
What to investigate at the address
Test the remaining price gap against homes you could actually substitute for one another.
- Does the price difference remain after matching space, condition, lot size, and location?
- Which corridor improvements are already usable from the address, and which are still plans?
- Would the home still meet your needs if the gap with Millbrae never narrowed?
South San Francisco: the missing link between a growing tax base and home values
SSF’s development thesis needs evidence connecting occupied workplaces, recurring city resources and residential demand. The first historical screen has not established that connection.

All columns use the latest month present in every selected city and the county. Each change uses an exact same-month baseline.
Jobs and completed homes
Track jobs located in each city and homes reaching completion. These histories help investigate growth; they do not establish that jobs create local households or predict higher home values.

California HCD APR · 2018–2025. Units receiving a certificate of occupancy or other readiness. This is an annual flow, includes replacement homes, and does not measure net additions to the housing stock.
2 city-years are withheld from the completion chart because source records need review. Gaps stay visible; we do not estimate the missing totals.
1 completion year was reconciled against original city reports. See the source checks below for the accepted totals and excluded out-of-year records.
Completion history and source checks
HCD publishes data reported by local jurisdictions and does not independently verify it. Totals either pass our date, arithmetic and exact-duplicate checks or are reconciled to the city’s own current-year completion summary. Reconciled totals are marked with an asterisk (*). This is not an independent construction audit. A reported zero remains zero.

Why a year is withheld
- South San Francisco, 2024: The original city summary reports 255, but the planning workbook itself repeats a one-unit entry for permit B21-1306 in Table A2 rows 98 and 99. The duplicate is also present in HCD. Neither 255 nor a deduplicated 254 is accepted without a corrected filing or clarification. This year is excluded from the chart and accepted observation download.
- San Bruno, 2020: The original city packet retains conflicting completion dates and has no usable current-year completion summary. Some original Table A2 entries also differ from the later HCD rows. A corrected city filing or source clarification is needed; the date-filtered subtotal is not accepted. This year is excluded from the chart and accepted observation download.
Original row IDs and the reported totals are retained in the download’s coverage notes. We have not silently removed duplicate rows or moved units to another year.
Reconciled completion years
- South San Francisco, 2020: 30 homes. The unfiltered HCD field sums to 443; excluding entries dated outside 2020 matches the city’s current-year summary. PDF p. 29, LEAP: Certificate of Occupancy Issued by Affordability Summary, Total Units.
Excluded rows are retained in the audit and are not added to another year. The original source files and all ten review decisions are documented in the completion audit.
Definitions, geography and source dates
Census LODES workplace data · Retrieved 2026-09-15. The series uses all jobs (WAC / S000 / JT00), including covered public and private jobs. Self-employment and jobs outside the source’s coverage are excluded. It is neither an annual average nor a count of all hires.
All years use one LODES 8.4 release, 2020 Census blocks and 2024 TIGER place boundaries. The crosswalk defines which blocks belong to each place and the county. Historical city boundaries are not reconstructed. Disclosure protection, location assignment, commuting and remote work limit what these counts say about demand for nearby homes.
HCD APR Table A2 · Retrieved 2026-09-15. Completion dates must fall within the reporting year, totals must equal their income-category components, and identical positive records trigger review. Permit and entitlement fields are not counted as completions. Readiness does not establish that residents moved in. We publish no county completion total: the HCD county jurisdiction covers unincorporated areas.
These are revised historical downloads, not records of what was known in those years. They supplement living pages; published editions and the original forecast retain their evidence.

What this research can tell you
Use the evidence to refine your questions. Our first annual model screen did not establish a reliable advantage over the county benchmark. A price gap alone is not a forecast.
