Results: 2025 reporting year (2024–25 academic results), All Students. Academic results show the average distance from California’s test standard, including CDE participation adjustments. The reported denominator can include added scores for low participation. “Pair and Share” results, where present, are assigned averages rather than direct results from that school.

Growth describes progress for students with linked results in grades 4–8. CDE’s growth labels are retained. Achievement and growth measure different things; neither is an overall school rating. A missing or suppressed result stays unavailable. Academic results do not establish a school’s causal effect on learning or housing prices.

District geography: January 1, 2026. Complete Census polygons show how intersecting districts continue across city lines, including water and open space. They are district boundaries, not school attendance areas. Elementary, secondary and unified districts cover different grade spans. The maps are an orientation aid, not an enrollment determination.

San Carlos: a newly adopted Northeast plan, without an automatic price premium

The June 2026 plan creates a concrete development story to follow. Current sales history helps frame the market, but the plan’s long-term capacity is not completed housing.

San Carlos now has a specific recent planning milestone to pair with its housing history: adoption of the Northeast Area Specific Plan. That makes the city useful for testing how planning translates into delivery over time. It does not establish that the current single-family price level already contains a measurable benefit from the plan.

What sold, and how history compares

Observation window: June 1–August 31, 2026. Comparisons below use the same June–August season. Prices are nominal dollars.

  • Single-family homes: median $2,598,477 across 73 sales.

  • 2025 comparison: +1.9% from a median of $2,550,000 (65 sales) in June–August 2025. This is a change in the sales median, not a matched-home appreciation rate.

  • 2021 comparison: +3.9% from a median of $2,500,000 (106 sales) in June–August 2021. This is a change in the sales median, not a matched-home appreciation rate.

  • Condos/co-ops: median $879,733 across 17 sales.

  • 2025 comparison: -3.3% from a median of $910,000 (13 sales) in June–August 2025. This is a change in the sales median, not a matched-home appreciation rate.

  • 2021 comparison: -18.2% from a median of $1,075,000 (26 sales) in June–August 2021. This is a change in the sales median, not a matched-home appreciation rate.

The latest single-family median is modestly above the matching 2025 and 2021 readings, while the condo/co-op median is below both. Seventy-three single-family sales give the current period more depth than the seventeen-sale condo sample. These are two housing segments with different observations, not one uniform city trajectory. The comparison with Belmont and Redwood City is useful for price context, but variations in size, condition and location prevent interpreting the raw difference as a like-for-like premium.

What local plans establish

The city’s state-filed Notice of Determination records approval of the Northeast Area Specific Plan on June 8, 2026. It describes capacity for a net 1,890 additional residences over an approximate twenty-year buildout and changes to the area’s street and mobility network. These are plan-level expectations. They are not a tally of permitted starts, completed homes or near-term inventory for buyers. San Carlos Northeast plan approval record.

The case worth testing

The positive hypothesis is that delivered housing, connections and services improve the usefulness of some nearby locations. New supply can also change the alternatives available to buyers and renters. Those are distinct mechanisms and may affect price differently. The recent adoption date provides a clear point from which to retain later milestones, but the study still needs a comparison group and preselected outcomes. It would be premature to attribute a citywide median movement to a plan adopted during the same sales window.

The opposing case

The opposing case is that delivery is slow, project economics change, or benefits and disruption are concentrated in a part of the city that does not resemble the buyer’s location. Existing single-family homes may face little direct competition from the eventual housing product. Conversely, condo markets may respond differently. The plan’s capacity and long horizon make it especially important to avoid compressing decades of possible development into a single short-term supply or appreciation estimate.

What would change our view

Retain the next dated applications, permits, infrastructure commitments and completions for the plan area. Pair those records with local, matched home sales before making a causal claim. The next same-season citywide comparison can show whether the broad home-type split persists, but it cannot by itself validate the development thesis. A useful follow-up will explicitly report delayed milestones as well as completed ones.

It does not sum adjacent windows or average their medians. Price-per-square-foot samples may contain fewer homes than the total sales count. The retained download was retrieved September 16, 2026 and labels its source update September 3, 2026.

This is desk research with official sources reviewed September 17, 2026. It includes no fieldwork, interviews, address-level valuation or validated price forecast. The original eight-city models retain their existing scope. Future updates should preserve this edition and identify changed evidence rather than rewrite its historical interpretation.
