Directory captured 2026-09-18. Locations and grade spans are reported by schools to the California Department of Education (CDE). The list includes active public schools whose reported point is inside the municipality. Private schools, closed schools and unresolved city matches are excluded. A school outside the city can still serve a resident.
Results: 2025 reporting year (2024–25 academic results), All Students. Academic results show the average distance from California’s test standard, including CDE participation adjustments. The reported denominator can include added scores for low participation. “Pair and Share” results, where present, are assigned averages rather than direct results from that school.
Growth describes progress for students with linked results in grades 4–8. CDE’s growth labels are retained. Achievement and growth measure different things; neither is an overall school rating. A missing or suppressed result stays unavailable. Academic results do not establish a school’s causal effect on learning or housing prices.
District geography: January 1, 2026. Complete Census polygons show how intersecting districts continue across city lines, including water and open space. Recent single-family medians remain far below Palo Alto’s, but the gap is not a like-for-like discount. The Ravenswood plan creates specific delivery questions worth following.

East Palo Alto’s name and proximity to much more expensive markets make the catch-up thesis tempting: buy at a lower price and wait for the gap to close. The retained evidence does not validate that shortcut. It does show a distinct ownership price tier, a small but usable single-family sample, and an adopted planning framework that can guide more concrete research.

The latest single-family median is below the matching 2025 reading and close to the 2021 reading, even though the number of sales differs substantially. That sequence does not fit a simple story of uninterrupted convergence. It also does not prove that an individual home lost value: the sold properties may have changed. The six-sale condo sample is too small for a reliable headline. Comparing East Palo Alto with Palo Alto or Menlo Park is useful for understanding the range of available markets, but does not hold home size, condition, neighborhood or services constant.
What local plans establish
The city adopted the Ravenswood Business District/4 Corners Specific Plan update on December 17, 2024, replacing the 2013 plan. Its published chapters address land use, public facilities, mobility, utilities, community benefits and implementation. The adoption establishes a framework; this edition does not verify that its infrastructure or development program has been completed. Adopted Ravenswood/4 Corners Specific Plan.
The case worth testing
The more testable positive case is that delivered improvements make a particular location more useful to residents. Better connections or services could increase willingness to live there, while additional homes could expand choice. Those effects need not move prices in the same direction. We therefore separate a livability hypothesis from an investment-return hypothesis. A household could benefit from a suitable home at a manageable cost even if the citywide price gap never narrows.
The opposing case
The opposing case is that the observed gap reflects lasting differences in the housing stock or location, and redevelopment benefits take time or do not reach the buyer’s address. Added employment within a plan area also would not show how many workers become local homebuyers. A headline about new commercial space cannot establish occupied jobs, household purchasing power or municipal service improvements. Those missing links are precisely where a broad development thesis can fail.
What would change our view
The next useful evidence is delivered infrastructure and occupied development, connected to a matched set of nearby homes and a comparison area. Track the next same-season market window as context, retaining sales counts and property type. Evidence that matched homes narrow the gap after actual improvements would strengthen the convergence hypothesis. A persistent raw gap or a one-period rebound would not, on its own, settle it.

It does not sum adjacent windows or average their medians. Price-per-square-foot samples may contain fewer homes than the total sales count. This is desk research with official sources reviewed September 17, 2026. It includes no fieldwork, interviews, address-level valuation or validated price forecast. The original eight-city models retain their existing scope. Future updates should preserve this edition and identify changed evidence rather than rewrite its historical interpretation.
