Hillsborough: a high-price market still needs a property-level explanation

A large increase in the recent sales median is not an appreciation estimate for every home. Housing opportunity sites also complicate a blanket claim that local supply can never change.

Hillsborough’s current single-family median is substantially higher than the matched readings in 2025 and 2021. That makes it an important market to understand, but not a proven outperformer. A citywide median describes the homes sold; a buyer needs to understand the space, land, condition and location they are paying for in one specific home.

What sold, and how history compares

Observation window: June 1–August 31, 2026. Comparisons below use the same June–August season. Prices are nominal dollars.

  • Single-family homes: median $6,496,193 across 38 sales.

  • 2025 comparison: +26.8% from a median of $5,124,250 (36 sales) in June–August 2025. This is a change in the sales median, not a matched-home appreciation rate.

  • 2021 comparison: +29.9% from a median of $5,000,000 (47 sales) in June–August 2021. This is a change in the sales median, not a matched-home appreciation rate.

  • Condos/co-ops: no usable current observation in the retained series. Missing is not zero.

  • 2025 comparison: price change withheld because one or both periods lack at least ten sales and a usable price.

  • 2021 comparison: price change withheld because one or both periods lack at least ten sales and a usable price.

Thirty-eight sales underpin the latest median, versus thirty-six in the matching prior-year window. Similar sample sizes help establish that the comparison is not merely a missing-data artifact, but they do not establish similar properties. A different concentration of large or recently improved homes can shift the median. The retained data has no usable condo/co-op history for Hillsborough, so we cannot use that segment as a local entry-price alternative. Burlingame and Atherton provide context, with a clear warning that their housing stock and transaction mix differ.

What local plans establish

The town’s published housing-site fact sheet describes two town-owned multifamily opportunity sites: the Town Hall campus and Tobin Clark. It identifies conceptual totals of 16 and 100 units respectively. The fact sheet distinguishes those concepts from project approvals. Its publication date is not stated, so this edition does not treat its approval-status wording as a freshly verified September 2026 project register. The case worth testing

The positive case is that the particular property delivers a combination of features that remains desirable through different market conditions. A high city median may tell us that expensive homes traded, but it cannot price each feature or demonstrate resilience. The housing-site material is useful because it replaces an absolute claim about permanently fixed supply with specific locations and housing concepts. Those concepts may be quite different from the single-family product a buyer is evaluating.

The opposing case

The opposing case is that a buyer extrapolates the recent jump and overpays for a home whose future comparison set is much narrower. New multifamily opportunities need not compete directly with estate properties, but neither should they be ignored when discussing local change. A public document’s conceptual unit count is not a forecast of completions or a measurement of fiscal effects. We have not extended the original eight-city municipal-finance analysis to Hillsborough in this edition.

What would change our view

A stronger price thesis would require repeated observations of comparable properties, plus evidence that the premium persists against a suitable alternative market. For the opportunity sites, the next research item is a dated project record showing what has changed since the fact sheet. If a current median increase largely disappears after matching property characteristics, we should revise the interpretation toward transaction mix rather than citywide appreciation.

It does not sum adjacent windows or average their medians. Price-per-square-foot samples may contain fewer homes than the total sales count. This is desk research with official sources reviewed September 17, 2026. It includes no fieldwork, interviews, address-level valuation or validated price forecast. The original eight-city models retain their existing scope. Future updates should preserve this edition and identify changed evidence rather than rewrite its historical interpretation.
