Half Moon Bay: a coastal choice with a different planning framework
The coast should be compared as a housing and lifestyle choice, with its own planning context. Recent medians do not establish a scarcity-driven appreciation premium.

Half Moon Bay belongs in a regional shortlist when its location serves the household’s actual preferences and routines. It should not be treated simply as a cheaper version of a bayside city. The historical data supplies a price and turnover baseline; the city’s coastal planning framework explains why development questions need a different local lens.
What sold, and how history compares
Observation window: June 1–August 31, 2026. Comparisons below use the same June–August season. Prices are nominal dollars.

The latest single-family median is a little above the matching 2025 window and below the matching 2021 window. Those observations challenge an assumption that restricted supply guarantees a steadily rising headline price. They do not establish the return on any particular home. The current single-family sample contains twenty-eight sales, while just three condo sales are too few for a headline benchmark. A comparison with Pacifica should use the same property type and period; a comparison with San Mateo should also acknowledge that it changes the location proposition.
What local plans establish
Half Moon Bay’s official Local Coastal Program page states that the whole city lies within the coastal zone. It identifies the land-use plan and implementation plan as the two parts of the program. The land-use plan was adopted in October 2020 and certified by the Coastal Commission in April 2021. Those dates describe the framework, not a current determination for an individual parcel. The case worth testing
The positive case is a household placing a high value on the location and finding an existing home that works without depending on future development. Limited substitutability could help sustain demand, but a coastal setting alone does not tell us what premium is justified. Access, maintenance and the particular property remain part of the comparison. The planning framework also makes it important to distinguish the municipality from nearby places that share a coastal identity but fall under a different jurisdiction.
The opposing case
The opposing case is that the location imposes tradeoffs the household underestimates, or that future changes to a property prove more constrained or costly than assumed. This edition has not evaluated commute reliability, permit feasibility, insurance availability or parcel hazards. Treat those as unresolved address-level questions. What would change our view
The next market check is another matched period with a comparable sales mix. To test a coastal premium, separate otherwise similar homes by the specific amenity or access characteristic being studied and retain a suitable comparison group. Planning evidence should identify an actual approval or completed improvement under the applicable jurisdiction. A broad reference to the coast is too imprecise to connect a development decision to a resale outcome.
